The Race Relations (Amendment) Act 2000 places a general statutory duty on public authorities to promote race equality. Specific duties have also been placed on listed authorities (including the Department of Health, NHS trusts, primary care trusts, special health authorities and strategic health authorities) to assist them in meeting the general statutory duty. The specific duties include a requirement to collect and publish a specific set of information relating to the ethnicity of employees; and on the policy/service delivery side a requirement to assess, consult on and monitor the impact of policies and services on the promotion of race equality. This indicator will also help improve data quality in line with current Government policy to ensure that the NHS is ensuring equity of access, delivery and outcomes for all service users.
