Assessment of the effective use of health equity auditing in service planning, commissioning and delivery in order to tackle health inequalities

Rationale

Tackling Health Inequalities: A Programme for Action identified Health Equity Audit (HEA) as a key tool to embed evidence on inequalities into mainstream NHS activity such as planning, commissioning and service delivery. The PPF for 2003-06 set out a number of targets which support the Programme for Action including the requirement for PCT service delivery to be informed by a Health Equity Audit and an annual public health report. This indicator underlines the need for PCTs to ensure they are ready to use HEA effectively in planning rounds, ensuring that service delivery is narrowing health inequalities locally and contributing to achievement of the national health inequalities target on life expectancy and infant mortality.
